When can I use "rollout"? and how is it different from "release"?

A "rollout" as a noun is used to describe the release of a new product out to the public. This is the same thing as a "release". The main difference between a "rollout" and a "release" is that a "rollout" is often used specifically to refer to new software being installed across a network. Ex: Today, Apple has their new iOS software rollout.
