"Whatcha" and "whatchu" are both shortened, slang versions of "what are you." Thus, you can understand "whatcha up to" to mean "what are you up to," which is asking what somebody is doing. Ex: Whatcha doin? Anything interesting? Ex: Whatchu eating? Can I have some?
