"Someone's expense" means that it was paid for by someone or is thanks to them giving their resources. It can also mean that someone is the victim of something, usually of a joke. Ex: You shouldn't joke at someone else's expense. That's a very rude to do. EX: My manager and I had dinner together at his expense.
