To "end up" is a phrasal verb which means to be in a particular situation or place in the end, to result in something. We can understand the speaker saying "which ends up slowing down everybody" to mean "which results in slowing down everybody." Ex: I don't wanna end up with a job I hate, so I'm trying to pursue my dreams. Ex: She didn't want to attend class, but she ended up going in the end.
