Is it different between "I can't say anything" and "I can never say anything"?

"I can't say anything" suggests a temporary thing in this moment, or at this time you can't but maybe you can in the future. However, "I can never say anything" suggests a permanent idea. You can't now, in the past and possible in the future. Ex: I can't say anything right now, but I'll tell you tomorrow. Ex: It's a secret...I can never say anything.
