Would it sound awkward if I say "sign" instead of "agree" in this context?

"Sign" wouldn't sound awkward, no. It would fit well here! However, it does change the context a little bit. If you say "sign," it may mean that they already agreed to a contract previously, but he didn't sign it or follow through. If you say "agree," it means that they might have had differing opinions or expectations for the contract, so therefore he didn't agree to or sign the contract. Ex: He failed to sign the contract in time. So we hired someone else. Ex: We can't agree on how to do the project. Ex: I got the job offer and received the contract, but I didn't sign it because I realized I didn't want to.
