Native speaker’s answer

Rebecca

To "tear up/down this town/place" is slang which means to go out and party or celebrate in a very energetic, crazy, way. It was used a lot in previous decades but not so much anymore. In this song, the singer is saying that he will go out and party without his lover. Ex: Let's tear up this town tonight! Ex: We had so much fun last night. We tore up the town.
