I'm confused with present progressive tense here. When the speaker says "be having a baby," does the baby is in the progress of coming out or does it mean the childbirth will start from now on?

The present progressive tense here ("be having a baby") refers to a baby that is in the process of being birthed (which means it is coming out). Another way to say "be having a baby" is "in labor". Ex: She is in labor right now. Ex: We have to get to the hospital fast, I'm in labor.
