"Babe" is short for "baby" - they mean the same thing! You can use them in place of calling someone "darling" or "honey" as a cute nickname. They can also refer to an infant, although "baby" is more common when referring to infants or young children. Ex: Hey, babe! Are you ready to go out for dinner? = Hey, baby!
