Excellent question. "As" is a conjunction that can, in some be used in the same way as "when" and "while". Which is the case here. We can use "as" to mean "during the time that", to connect two events or circumstances happening at the same time. After "as", we can use a simple or continuous form of the verb. In this case the simple form "race" was used. Ex: Another coach-load of people arrived as we were leaving. Ex: We were lying on the beach sunbathing as they were playing volleyball.
