What's the difference between "outage" and "shortage"?

An "outage" means that there is no more of something - they are "out" of it. A "shortage" means that there is a lack of something - not enough of something, or they are "short" on something. Ex: There's a power outage in the neighborhood. I don't know when it will come on again. Ex: We have a shortage of teachers in the country. So, many people come from overseas to teach. Ex: We're short five dollars, we won't be able to buy everything.
