I think I've heard Homer Simpson saying the same line in "The Simpsons." Then, what does "why you little" mean? Also, is it an aggressive expression?

It is an aggressive expression! "Why you little" doesn't directly refer to size. It's an expression you say after you've been wronged or insulted. It's implied that another word will follow the phrase "Why you little .... ", usually with an insulting or derogatory word. Ex: Why you little punk. I saw you steal all the biscuits. Ex: Why you little!! I oughta show you who's boss!
