"Relate to" is not a phrasal verb! It has the main verb "relate" and "to" to indicate what "relates" to what. "Relate" means to make or show a connection between something. So if one "relates to" something, you show a connection to that thing. Ex: I can't relate. => I don't understand or have a connection to the situation in any way. Ex: The movie relates to what we were talking about the other day. Ex: I can never relate to many people. I usually feel so different.
