Why would she say consider here? Don't people usually use the word "consider" when there's something uncertain?

The word "consider" can be used in the case where something is uncertain, however, in this case, it is used to refer to her personal opinion or how she regards something. Ex: I consider her as a close friend. Ex: He considers exercise as a very important component of staying healthy.
