Is "as usual" a general expression?

"As usual" is a commonly used expression. It is used to describe something that usually happens or is normally the case. It appears the Jimmy Jabs are held regularly, so the speaker has used this expression to state that the rules of the games have not changed. Ex: As usual, the NBA season will begin in October. Ex: I got off work at 6:00 PM, as usual.
