This is sentence is indeed a command. I will separate this sentence out into parts to make it a little easier to understand. "Mangy" means to be in poor condition; scruffy, unkempt, unclean. "Stray" in this sentence, means an animal that does not have an owner or home. When the police officer says "This mangy stray is coming with me" he is telling Shaggy that he is taking Scooby Doo, a stray dog that is in poor condition, with him, no matter what.
