「nips something in the bud」とは、問題が悪化する前に早い段階で食い止めるという意味です。問題を花に例えているわけですね。 例: If you nip the cold in the bud now with some medicine, you'll be better soon.（風邪のひき始めに薬を飲めば、すぐによくなるよ。） 例: As a company, we're going to nip the issue in the bud before the news gets around.（当社としては、報道が出回る前に問題に対処するつもりです。）
