"It's going down" is an informal expression used to mean that a conflict or fight is about to start. When the speaker says "give him up and do it now, if you don't it's going down" to mean that if the other side doesn't give up their hostage, there will be a fight. Ex: It's going down at the sports field, who do you think the winner will be? Ex: The two teams are on a race against the clock. It's going down!
