To "drown out" means to cover, obscure, or make less audible one sound by amplifying another sound. Ex: I like to drown out the sound of people talking in the cafe by listening to music on my headphones. Ex: The TV drowned out the noise of my annoying brother talking. Ex: Just drown out the neighbor's shouting by singing really loudly.
